HRSD Ministry Implements New Saudization Guidelines for 269 Professions

The Ministry of Human Resources and Social Development (MHRSD) has introduced new guidelines to raise Saudization rates in 269 private sector professions, set to take effect from July 27, 2025. 

The key changes include a 55% Saudization rate for pharmacy activities and 65% for pharmacy services in hospitals. Dentistry professions will experience a phased Saudization, starting with 45% in the first phase and increasing to 55% after 12 months, with a minimum wage of SR 9,000.

In accounting, Saudization will gradually increase from 40% to 70% over five years, starting on October 27, 2025. The engineering technical sector will see a 30% Saudization requirement. These decisions are part of the Kingdom's efforts to localize the workforce and provide more job opportunities for Saudi nationals, supporting Vision 2030 goals. 

Employers are encouraged to comply with the new regulations to avoid penalties.
